Marie Lam-Frendo

Marie Lam-Frendo

CEO

Marie Lam-Frendo was appointed CEO by the Board of the Global Infrastructure Hub, effective January 28th 2019.

Prior to joining the GI Hub, she was the Head of Asia-Pacific for Acuity, the advisory services business of the SNCL group, helping clients in regard to infrastructure project strategy and finance.

From 2011 to 2014, Marie headed the Infrastructure Initiatives department of the World Economic Forum, where she led their thought leadership activities, publishing thought leadership reports on best practices in the infrastructure sector. She led the dissemination effort of these best practices to governments and advocated to coalitions such as the B20 and the G20.

Before that, Marie worked for European utilities Essent then RWE where she drove their business development activities in the Africa and Central Asia region for various commodities, including their equity investment in LNG and hydro power plants. She started her career in 2001, and worked for various engineering consulting firms holding several technical and commercial positions for energy and transport projects in Africa, Middle East and Europe.

Marie holds an MSc of Civil Engineering from EPF, an MSc of Marketing and Strategy from ESCP-EAP (Paris), and an MSc of Management and Leadership from WEF - in partnership with LBS and INSEAD. She is a Global Leadership Fellow of the World Economic Forum.

Srima McQuillan

Chief Operating Officer

Srima joined the Global Infrastructure Hub in February 2020 as Chief Operating Officer and is responsible for aligning operations and strategy and for ensuring that support services, resourcing and infrastructure enable the delivery of programs and partnerships.

Prior to joining the GI Hub, Srima worked in senior management within large international infrastructure and property development companies across Strategy, Human Resources, Innovation, Business Transformation and Operations. She also worked as a COO in the not-for-profit sector and was responsible for governance, operations, donor management, marketing and communications.

Srima began her career working as a civil engineer at Montgomery Watson working on water and wastewater projects. She also worked as a technical advisor on PPPs at the International Finance Corporation.

Srima holds a Bachelor of Civil Engineering from University of California at Berkeley, a Master’s in Civil and Environmental Engineering from Stanford, an M.B.A. from University of California at Los Angeles, and is a graduate of the Australian Institute of Company Directors.

Henri joined the Global Infrastructure Hub in July 2020 as Chief Content Officer and leads the strategy and delivery of content initiatives and research, tools and products for the Hub.

Prior to joining the GI Hub, Henri was the Resilience Finance lead and acting COO for the Global Resilient Cities Network - an initiative across 100 cities pioneered by the Rockefeller Foundation. He had previously been leading Aecom infrastructure advisory practice in Asia, advising on asset valuations and sale/acquisitions for Macquarie in North America and consulting on transport projects across Europe and APAC for Systra.

Henri holds an MSc of Civil Engineering from ENTPE (France) and an MSc of Science from New York University (USA).

Katharina Surikow

Katharina Surikow

Head of External Relations

Katharina brings extensive experience in stakeholder engagement, policy development, political engagement and advocacy to her role at the GI Hub, where she is responsible for corporate governance, strategy and external engagement.

Before joining the GI Hub, Katharina held a number of roles with the leading advocacy body, the Property Council of Australia, most recently as National Policy Manager, Housing and Planning. There she worked with senior industry leaders on thought leadership initiatives, formulating proactive policy and advocating on behalf of the industry to government.

She has also worked in State Government in South Australia, focused on economic development and sustainability policy. During her time with the Property Council, Katharina gained valuable experience in leading negotiations on complex and politically sensitive policy areas. Katharina brings to GI Hub a strong track record and core strength in building and maintaining lasting and productive relationships with a range of diverse public and private sector stakeholders to deliver results.

Katharina holds an Honours Degree in Business and a Bachelor of International Business from the University of South Australia, and a Bachelor of European Business from the Normandy Business School in France.

Thomas Maier

Strategic Advisor

Thomas is a Strategic Advisor to the Global Infrastructure Hub, with over thirty years of experience in infrastructure delivery and finance. He is also in the advisory board of Meridiam Infrastructure and an independent non-executive director in Global Ports Holding, a London Stock Exchange quoted company. He is working with International Financial Institutions on the implementation of innovative financing approaches for infrastructure delivery, including financing solutions for local public utility enterprises in emerging markets.

Prior, Thomas was Managing Director for Infrastructure at the European Bank for Reconstruction and Development, overseeing a successful private sector focused infrastructure programme with a number of ground-breaking PPP and corporate finance solutions in both commercial and social infrastructure delivery. The programme also pioneered local currency solutions and the systematic mobilisation of capital markets funding infrastructure.

Thomas has chaired the Global Infrastructure Council of the World Economic Forum and has been involved in infrastructure related workstreams of G20 since 2013.

Kyle Peters

Kyle is a Strategic Advisor to the Global Infrastructure Hub. He has more than three decades of experience in international development and management. He is a Senior Advisor to BCG in its public sector and people and organizations practices, where he is advising public sector organizations on operational agility and efficiency.

He is the Coordinator of the 15th Replenishment of the African Development Fund at the African Development Bank and a senior advisor to the President of the International Fund for Agricultural Development (IFAD), advising on the IFAD12 consultations and the operations for excellence for results (OpEx) program, and is a member of the President’s Board of Eminent Advisers. He also served on the Secretariat for the G20 Eminent Persons Group on Global Financial Governance and the UN Reference Group formed by the UN Secretary General to guide the UNSG’s reform program.

Previously, Kyle had three decades of experience at the World Bank. In his last position as Senior Vice President, Operations, and interim Managing Director and COO, Kyle led the World Bank’s worldwide operations, overseeing annual financial commitments of about US$50 billion and the effective implementation of 1,500 ongoing development operations, and managed the World Bank’s six Regional Vice Presidents, three Practice Group Vice Presidents and the Vice President of Operational Policy.

He co-chaired the IDA18 Replenishment that involved a catalytic policy and financing package and increased IDA’s resources by about 50 percent. Over the course of his career, he has accumulated more than two decades of experience on economic and development issues, with exposure to all regions, especially East Asia and Eastern Europe. Kyle has an advanced degree in economics.

Denis is a Strategic Advisor to the Global Infrastructure Hub. He has over 30 years experience in project financing, investment, commercial structuring, and portfolio management of multi-sector infrastructure assets.

Denis is also Strategic Advisor to Plan A Capital, a Canadian development and project finance advisory firm active in the infrastructure and power industries.

Prior, from November 2011 to September 2019, Denis careered with SNC-Lavalin Capital. Over that period, he headed the investment and project finance team responsible for sponsoring infrastructure projects primarily procured through Public Private Partnerships.

Denis also led the structuring and management of an infrastructure fund dedicated to monetizing and managing 10 Canadian PPP Infrastructure assets, including light rail transportation systems, power generation facilities, hospitals, and motorways.

He developed new financing strategies for the acquisition of renewable or decarbonized energy platforms in Canada, USA, and Australia as well as the project financing of nuclear reactors in Canada and the UK.

Denis also acted for two years as CEO of the project company responsible for the PPP implementation of a large PPP healthcare complex located in Montreal, Canada.

Denis holds a Master of Laws in International Business Transactions from Harvard Law School. He is a member of the Bar of the Province of Quebec.

Maud de Vautibault

Maud de Vautibault is a senior infrastructure policy and legal advisor with over 18 years of experience in France both in the public and private sectors, in governmental frameworks and the procurement, execution and implementation of quality infrastructure projects. 

She joined the Global Infrastructure Hub in January 2019 under a cooperation agreement with the French Treasury where she had worked for the previous four years as a Project Manager and Head of Legal Affairs at the Infrastructure Finance and PPPs Unit. During her time in the Ministry of Finance, she developed advanced expertise in procurement policy and prior assessment analysis, focusing on advising the public procurement authorities on the best contractual options between concession, traditional public procurement and PPP contractual structures.

Maud worked on various concessions projects under a civil law system, including most recently on the €2,3bn refinancing of the Paris-Bordeaux High Speed Rail (with a French State Guarantee) and a major light rail project in SubSaharan Africa. Prior to that, Maud worked as an in-house legal advisor at Bouygues, a worldwide infrastructure contractor, where she was in charge of leading the contractual documentation for a large panel of infrastructure projects from the inception to the closing, with a focus on social infrastructure buildings under partnerships contracts (including public buildings, universities, court of justice…).

Maud has also served on various boards of directors representing the Ministry of Finance in State owned Public Infrastructure establishments. She holds a Masters Degree in Public Economic Law from University of Paris Pantheon Assas.

Monica leads the development, delivery and dissemination of the GI Hub’s strategic and innovation-focused programs of work, including our work streams on innovative funding and financing, InfraTech, infrastructure futures and transformative infrastructure post-COVID. She ensures that these programs are developed using customer-centric approaches and that they offer robust evidence to facilitate change and drive impact for G20 governments and industry stakeholders.

Monica brings more than 15 years of experience in technology, innovation and engineering consulting to the GI Hub team. Prior to GI Hub, Monica established and grew Isle Utilities in the APAC region. Isle is a boutique consultancy whose aim is to accelerate the commercialisation of water technology across the globe. She was Managing Director for Isle Australia (between 2011-2015) and most recently led their expansion into South East Asia as Head of Technology and Innovation Consulting. 

Monica is a Chartered Chemical Engineer and holds a BEng (Hons) in Environmental Engineering from the University of Queensland. Prior to Isle, Monica was a wastewater process engineer for leading consultancies in Australia and the UK.  

Cinthya Pastor

Cinthya joined the Global Infrastructure Hub in April 2021 as Director Economics and leads the development, delivery and dissemination of the GI Hub’s economic research and policy recommendations for the global infrastructure landscape.

Cinthya brings 12 years of experience in economics, applied research, public policy analysis and recommendation; and advocacy within the infrastructure sector. She has significant experience across government, private, not-for-profit and multilateral organizations in Latin America, Asia and the United States.

Prior to joining the GI Hub, she worked at the Inter-American Development Bank leading the research on infrastructure for Latin America and the Caribbean (LAC), including the elaboration of National Infrastructure Plans and the estimation of National Infrastructure Needs. Moreover, she ran INFRALATAM, the first and only database that estimates public investment in infrastructure for 22 LAC countries.

Previously she was Public Policy Chief at the Peruvian Institute of Economics, a think tank founded with a World Bank Grant, where she led the formulation of economic research and policy recommendations to advocate for the still pending economic reforms.

She also worked at Ministry of Economy and Finance of Peru analyzing fiscal policy tools and public finance results, assessing consistency, viability and fiscal impact of legislative bills and tentative policies; and counseling on the preparation of major law proposals, like the PPP bill and the Fiscal Structural Rule bill.

Cinthya holds a Masters in Public Administration in International Development from Harvard University, as well as a Bachelor of Economics from Universidad del Pacífico (Peru).

Michael is an infrastructure professional with significant experience across government, private and not-for-profit organisations in Asia and Australia.

As a Senior Analyst with the GI Hub, Michael works across a range of projects and initiatives including the Country Engagement Programs and infrastructure guidance tools. Before joining the GI Hub, Michael has been a Senior Policy Adviser with Infrastructure Partnerships Australia, a Trade Adviser with the Australian Trade Commission, and a Civil Engineer with Spaceframe China.

Michael holds a Bachelor of Civil Engineering and a Diploma in Languages (Chinese) from the University of Queensland, and has also completed studies at Tianjin University, National Taiwan Normal University and Tecnologico de Monterrey.

Arjuna Mohottala

Arjuna brings over 20 years of experience across economics, public policy, management consulting, technology and investment. He has worked in both the public and private sectors in advanced and emerging economies. As the Senior Economist with the GI Hub, Arjuna works across a range of projects and initiatives from flagship reports, country engagement programs to GI Hub’s strategic and innovation-focused programs of work.

Arjuna’s public sector experience includes roles at the Australian Department of Foreign Affairs and Trade and the Australian Department of Treasury. He has also worked for over 12 years at the Central Bank of Sri Lanka. In the technology sphere, Arjuna worked at IFS AB, a Swedish multinational enterprise software company, as a Technical Consultant for more than 5 years developing and delivering enterprise software for customers around the world who manufacture and distribute goods, maintain assets, and manage service-focused operations.

Arjuna holds a PhD and a Masters in International Economics from the Crawford School of Public Policy at the Australian National University, MBA in Finance from the University of Southern Queensland, and B.Sc. (Hons) in Information Systems from the Manchester Metropolitan University, UK. Arjuna is also a Certified Practicing Accountant and Chartered Global Management Accountant.

Katrina is an economist with over 7 years' experience working in Australia and the UK.

She started her career with The Commonwealth Treasury of Australia, producing macroeconomic forecasts and analysis for a range of sectors in the Australian economy. She was most recently an Economic Advisor at the UK Office for National Statistics, leading the production of analysis and commentary relating to UK GDP and National Accounts statistics. She also has experience conducting economic evaluations in the education sector, having worked at the NSW Department of Education’s Centre for Education Statistics and Evaluation (CESE), where her focus was on Aboriginal education policy.

Katrina holds a Masters in Development Theory and Policy from the University of Witwatersrand in South Africa, as well as a Masters of International Economics and Finance from Université Paris 13.

Daniel del Rio is an Infrastructure Specialist at the Global Infrastructure Hub. Daniel works across a range of projects and initiatives including innovative funding and financing, the circular economy and transformative infrastructure post-COVID-19.

Prior to joining the Global Infrastructure Hub, Daniel was part of EY’s Infrastructure Advisory team where he provided financial and commercial advice to the public and private sectors. Daniel is experienced in financial modelling, financial analysis and infrastructure procurement.

Daniel holds a Bachelor of Laws and a Bachelor of Economics from the Australian National University. Daniel is an admitted lawyer, a Chartered Accountant and has passed all three levels of the Chartered Financial Analyst (CFA) exams.

Hala Hubraq joined the Global Infrastructure Hub as a Senior Policy Specialist in May 2021. She leads and work across a variety of thought-leadership and innovation initiatives at the GI Hub.

Prior to joining the GI Hub, she worked in a number of senior roles in policy advisory and implementation in the State Government of New South Wales (Australia). Her most recent role was as a principal policy officer advising on infrastructure resilience and sustainability at Infrastructure NSW. In that role, she instigated significant reform by building connections between across government, industry, academia, and the private sector. She brings to the GI Hub her passion for impact and collaboration.

Hala holds a Bachelor of Laws and Bachelor of Science (Advanced) from the University of Sydney.

Manpreet Kaur Juneja

Manpreet Kaur Juneja is an Economist at the Global Infrastructure Hub with significant experience across government, private and not-for-profit organisations in Canada and India. Manpreet works across a range of initiatives, including the Infrastructure Monitor, circular economy, regulatory reforms for infrastructure investments and the ESE impact estimation tool.

Before joined the Hub, Manpreet completed more than 25 economic consulting projects at Deloitte and PwC for influential clients including the World Bank, Business Council of Canada, Department of Justice, Environment Canada, Brookfield and LSE Cities. Prior to this, she worked at the Indian Council for Research on International Economic Relations (ICRIER), primarily for knowledge development and dissemination programs of the Ministry of Urban Development, India.

Manpreet holds a Masters in Economics from the London School of Economics, and a Bachelors in Economics from the University of Delhi.

Hannah is a Human Resources professional with specialist skills in recruitment and solid generalist exposure and experience within consulting firms and global multinationals. 

Before joining the Hub, Hannah was with the global FMCG giant Mars. Originally joining its confectionary division, Hannah went on to specialise in talent acquisition across all divisions within Australia. Prior to this she was an HR Analyst with consulting firm Mintegrity 

Hannah holds a Bachelor of Arts, majoring in Industrial Relations from the University of Sydney and is currently completing her Australian Human Resources Institute practitioner accreditation.

Siva joined the Global Infrastructure Hub in November 2019 as a Data Scientist. He has more than 15 years of IT experience implementing various products and solutions across different technologies, sectors and locations. 

Before joining the GI Hub, Siva was a data scientist consultant providing end-to-end machine learning solutions for Toronto based start-ups. Prior to this he was a quality engineering manager with Capgemini Canada where he implemented automation and data solutions for a number of financial services institutions.

Siva is a Professional Scrum Master and PMP certified. He also holds a Masters in Mechanical Engineering from Anna University, India. Siva is part of the GI Hub’s data team and is responsible for developing cloud-based infrastructure data products and machine-learning solutions.

Brian joined the Global Infrastructure Hub in October 2021 as a Data Analyst.

Before joining the GI Hub, Brian was a Contract Data Analyst for Davis Benefits & Pensions Ltd- a B corp Certified Employee Benefits Advisory firm in Surrey, British Columbia.

He had previously been a Data Analyst for a car rental startup called Carmodity, and a Business/Data Analyst for the Uganda Industrial Research Institute. Brian also has experience as a Monitoring and Evaluation Assistant at Uganda Marathon, a non-profit that funds some of the World Bank's development and humanitarian projects within underdeveloped communities in Uganda.

Brian holds a BA in Economics and Statistics from the University of British Columbia, Canada.

Jordana joined the GI Hub in April 2017 after relocating from the UK to Australia. She works as part of the communications team to implement and develop the overall communications and marketing strategy with a focus on digital communications as well as managing the Hub's busy event schedule. 

Jordana has an events background with over seven years’ experience in the sector. The role included budget management, creating design concepts as well as on the day management and strategy and operations. Jordana has managed a wide spectrum of events from corporate and private events, charity fundraisers and brand launches. Throughout these roles, Jordana held responsibility for internal and external communications with a focus on brand management and social media marketing.

Jordana graduated from the University of Stirling with a BA degree in Business Studies and Marketing.

Daniel Galle is the Toronto-based Partnership Manager responsible for building the Global Infrastructure Hub’s relationships across the private sector internationally.

Daniel joined the Global Infrastructure Hub in November 2019 after spending six years with the Australian Government-Austrade as Investment Director. In that role he was responsible for promoting infrastructure investment opportunities and developing business relationships that promoted trade and investment in Australia. Prior to this, Daniel worked in commercial real estate development in Canada.

Daniel holds a Masters Degree in Urban Planning and Policy Design from the Politecnico di Milano.

Sam is an economics, public policy and government professional with nearly fifteen years' experience in both the public and private sectors. 

As Global Infrastructure Hub Partnership Manager, he is responsible for building the GI Hub’s relationships with governments around the world. 

Prior to joining the GI Hub, Sam managed government relations at Lion, a major global beverage company. Before Lion he held senior roles at Infrastructure New South Wales and the New South Wales Treasury. He has also worked as a senior adviser to two New South Wales Treasurers. 

Sam holds a Bachelor of Commerce with majors in Economics and Asian Studies from Griffith University in Brisbane.

Angelique is a creative communications leader with 13 years' global experience in media relations, issues and crisis management, strategy, storytelling and digital and social content creation.

She has extensive experience developing and executing communications strategy for various Government sectors and business events, hospitality and arts and tourism brands, having specialised in these industries since 2006, across private, public and not-for-profit sectors.

Prior to joining the Global Infrastructure Hub in February 2019 she headed up corporate and brand communications at Sydney Opera House.

Prior to joining the Global Infrastructure Hub, Nina worked in marketing and communications for the University of New South Wales. Nina has also worked in public relations for a variety of not-for-profit organisations and in advertising at SBS.

Nina holds a Bachelor of Politics and International Relations and a Masters of International Communications from Macquarie University.

Pamela is a seasoned Executive Assistant with over 16 years of providing support to top level executives. Pamela joined the Hub in Oct 2017 and brings a variety of experience and knowledge to her role.

Whilst continuing Executive Assistant duties, since August 2019, Pamela has taken on the role of Scrum Master as part of the GI Hub beginning its journey using the Agile approach to operating. As Scrum Master Pamela co-ordinates and facilitates Agile meetings, maintains the sprint boards and GI Hub’s roadmap. It is also her responsibility as Scrum Master to understand GI Hub team projects and ensure priorities are evaluated, discussed and met, and to educate team members on best Agile practice.

Prior to joining GI Hub, Pamela had a year off to sail halfway around the world and has provided high-level support to top executives at NTGPE and Challenger Financial Services.

Samantha Dunnicliff

Samantha joined the GI Hub in August 2021. She works as part of the Operations team supporting the Chief Operations Officer across the various aspects of funding, governance, and business excellence whilst also monitoring the GI Hub’s ways of working to help improve project management and delivery.

Prior to joining the GI Hub, Sam worked at the Australian Catholic University as a Policy Researcher. Sam also has extensive experience in project coordination, including organising events, overseas study tours, business development and strategy, office management, executive support, and communications in the university and legal sectors.

Sam holds a Bachelor of Ancient History (Hon) from Macquarie University.

Jenni is the Sydney-based Finance Manager responsible for managing the financials of Global Infrastructure Hub and supporting the wider team to make sound financial decisions.

Prior to joining the GI Hub, Jenni worked as a Financial Controller for a New Zealand not-for-profit organisation in hospitality sector. In addition to the hospitality industry, Jenni has developed her finance experience in other sectors, including education and health services.

Jenni is a Certified Practicing Accountant and Chartered Global Management Accountant. She holds a Bachelor of Commerce from the University of Melbourne and is currently completing her MBA.

Hong joined the Global Infrastructure Hub in August 2020 as an Accounts Payable Officer.

Hong has over twenty years of solid accounting experience, fourteen years in the banking industry. Prior to joining the GI Hub, Hong worked as an Accountant at Commonwealth Bank of Australia with hands on experience in both financial and management accounting.

Hong holds a Bachelor of Commerce Majoring in Accounting at Macquarie University and is a Certified Practicing Accountant.

Fiona MacKinnon

Fiona joined the Global Infrastructure Hub in September 2019 as the Canadian Office Manager located in Toronto. With a background in health services executive administration and project management, Fiona spent more than a decade providing leadership and thoughtful guidance to hundreds of medical professionals.

Fiona is known for her superior organisational skills and tactful interpersonal relationships. One of her greatest passions was the work she did supporting an Aboriginal Elder who created The Aboriginal Healing Program, an Accredited Leading Practice Indigenous Healing Program.

Before entering the medical field, Fiona was the founder and owner of a martial arts and personal fitness school that prided itself on its open-door policy. The school focused on creating programs that were accessible and supportive for women, children and those with special needs.
