Cross-border infrastructure is essential for connectivity. The COVID-19 crisis has highlighted our reliance on such infrastructure – whether for transportation, energy, water or information and communications.
Yet, infrastructure projects that traverse national borders present unique complexities in planning, management, finance and execution. Until now, there has not been a central resource that distils key lessons on how to address these complexities.
To fill this gap for government policymakers and infrastructure planners and practitioners, the Global Infrastructure Hub (GI Hub) has created Connectivity Across Borders: Global practices for cross-border infrastructure projects. This reference guide was developed by the GI Hub with research and development assistance from engineering consultancy Ramboll and input from international experts in cross-border projects. It presents a series of key learnings and global practices, spanning five areas:
- policy and planning
- legal and regulatory considerations
- stakeholder engagement
- finance and risk allocation
- governance and management.
The reference guide is complemented by more than 40 global examples and seven comprehensive case studies. The result is a resource that will increase the knowledge base of governments and practitioners and enable them to more confidently approach the delivery of cross-border infrastructure.
