The FCCL Framework was prepared in assistance with the World Bank under the IFPPP project. The FCCL Framework comprises FCCL guidelines and the FCCL technical manual. The FCCL guidelines provide a description of the assessment and approval of FCCLs associated with PPP projects. The FCCL technical manual s objective is to provide a detailed description of the FCCL Framework and methodologies for quantifying risks, and illustrate the use of the long-term fiscal planning tool and template for the project risk matrix.
