This document proposes to review the definitions and elements of the good governance policies developed by a number of multilateral development institutions, and it also proposes to examine the International Fund for Agricultural Development's (IFAD) perspective thereon.
It reviews the good governance policies of the World Bank Group, the International Development Association (IDA), the Asian Development Bank (ADB), the African Development Bank (AfDB), and the United Nations Development Programme (UNDP), as of August 1999, concluding that there appears to be consensus in the international donor community that the existence of enabling policies and effective institutions goes to the heart of the development process and thus to the effectiveness of development assistance.
