This document is the first edition of an informational tool and benchmarking index that assesses the capacity of countries in Africa to carry out sustainable public private partnerships (PPPs) in infrastructure. The 2015 Africa Infrascope is a benchmarking index that assesses the enabling environment for public-private partnerships (PPP) in fifteen countries in the region. The index highlights key developments in the PPP landscape and assesses countries performance across 19 indicators that constitute five domains: regulatory framework, institutional framework, operational maturity, investment climate, financial facilities and subnational activity. The study is based on a methodology developed in 2009 and revised in 2010 for Latin American countries, and replicated in this edition for African countries.
